The California Constitution directs the Judicial Council of California (Judicial Council) to improve the administration of justice by surveying judicial business, recommending improvements to the courts, and making recommendations annually to the Governor and the Legislature. The Council also adopts rules for court administration, practice, and procedure, and performs other functions prescribed by law. The staff assists both the Council and its chair in performing their duties for the purpose of this RFP.

Therefore, the Council seeks proposals from fully managed and hosted enterprise service providers that utilize the Modular Object Oriented Dynamic Learning Environment (Moodle) learning management system. This RFP is the means for prospective service providers to submit their qualifications to the Judicial Council and request selection as a service provider.

The RFP will result in an award for a contract of three (3) years. Questions regarding this RFP should be directed to solicitations@jud.ca.gov and must be received no later than 3pm PST, December 22, 2017. Hard copy proposals must be delivered to:
