Attachment 9 - Technical and Implementation Requirements, Vendor Certification Requirements


The Judicial Council of California (the “JCC”), established in 1926, is authorized by the California Constitution as the policymaking body and administrative manager of California’s judicial branch. The JCC performs most of its work through advisory committees and task forces. On January 22, 2015, the JCC adopted the Strategic Plan for Language Access in the California Courts (LAP) which provides a consistent statewide approach to ensure language access for all limited English proficient court users in all of California’s 58 superior courts.

The JCC has approved the development of a Video Remote Interpreting (VRI) pilot project incorporating both spoken-languages and American Sign Language (ASL). The LAP Technological Solutions Subcommittee, ITAC (Information Technology Advisory Committee) and the Court Operations Services office of the JCC will manage the VRI pilot program undertaken by this RFP. During the VRI Pilot Program data will be gathered regarding successful VRI court practices (including due process issues, participant satisfaction, and effectiveness of all participant technologies) and recommendations to optimize technological requirements for video remote interpreting will be formulated.

Therefore, the JCC is now seeking firms to provide proposals for the service of VRI by qualifying vendor equipment with a six (6) month pilot project through the VRI Assessment Program. This RFP will first establish vendor Leveraged Procurement Agreements (LPAs) for vendor’s VRI solutions as defined by the Requirements criteria found in Attachment 9. Upon completion of the VRI Assessment Program, the qualified vendor LPAs may then be utilized in any of the 58 superior courts that are VRI verified, individually interested and wish to procure the VRI service. At this time, there are approximately twenty (20) superior courts interested in procuring the VRI service.

NOTE: Questions regarding this RFP should be directed to solicitations@jud.ca.gov and must be received by August 25, 2016, no later than 3:00pm (PDT).

Proposals must be received by September 9, 2016, no later than 4:30pm (PDT).
